目标

将 Runtime 输出的卡片候选经 API 校验后转为正式 Flashcard。流程：读取 Runtime result → 校验 schema → 校验业务权限 → 校验 sourceBlockIds → 去重 → 写入 Flashcard → 更新 generation plan 状态。
