目标

实现 AI Job 的失败、重试、取消、过期机制。

规则

retryable=true 且 retryCount<maxRetryCount 时回到 pending；retryable=false 直接 failed；用户或 Admin 可取消 pending job；running job 标记 cancelRequested；超时 job 进入 expired。

用户关闭授权时

禁止创建新 Job；pending Job 自动取消；running Job 标记 cancelRequested；Runtime heartbeat 或 result submit 时 API 可拒绝已取消 job。

验收

Runtime 可提交 fail；fail 支持 retryable；retryCount 正确递增；支持取消 pending job
